The GDL program is designed to phase in full driving privileges as new drivers gain experience.
Completion of Driver Education and passing the knowledge and road tests. Teens under 18 must complete these steps to obtain a Level 1 Learner’s License.
They must always drive with a licensed adult over 21 in the front seat during the first 6 months. This restriction helps new drivers gain experience with supervision.
Delaware’s Driver Education Program is available to both high school students and eligible adults.
Delaware allows students to enroll in a Driver Education Program at 15 years old.
