Who Needs a Tennessee Boating License?

In Tennessee, a Boater Education Card (the state's boating certification) is required for anyone who:

• Was born on or after January 1, 1989, AND
• Operates a motorized vessel on Tennessee public waters

This includes motorboats, personal watercraft (jet skis, WaveRunners), and any motorized boat regardless of engine size. You do not need a boating license in Tennessee if you were born before January 1, 1989, though safe boating knowledge is always recommended.

The Tennessee boating license (formally the Boater Education Card) does not expire — once you complete an approved course and receive your card, it is valid for life. You must carry the physical card while operating on Tennessee waters.

Tennessee Boating Age Requirements

Tennessee has specific age restrictions for operating motorized vessels:

• Under 12 years old: Not permitted to operate any motorized vessel, regardless of engine size or supervision.
• Ages 12–15: May operate a motorized vessel only with direct supervision from a person 18 or older who is aboard the vessel. If the youth is certified (completed the safety course), they can operate under this supervised arrangement.
• Ages 16 and older: May operate independently after completing an approved boating safety course and obtaining a Boater Education Card. If born on/after January 1, 1989, the card is required to operate legally.

How to Get Your Tennessee Boating License

Getting your Tennessee Boater Education Card requires completing a TWRA-approved boating safety course. There are two ways to complete this requirement:

Option 1 — Online Course (Most Common):

1. Go to Boat-Ed.com (the official TWRA online course provider) or the TWRA website at tn.gov/twra
2. Create an account and enroll in the Tennessee Boating Safety Course
3. Complete the online modules (approximately 3–5 hours of content)
4. Pass the final exam (minimum passing score: 70–80%, varies by provider)
5. Print your temporary certificate immediately after passing
6. Your permanent Boater Education Card arrives by mail within 2–4 weeks

Option 2 — In-Person Course:

1. Find a TWRA-sponsored classroom course near you at tn.gov/twra (many are free)
2. Attend the one-day classroom instruction
3. Pass the written exam
4. Receive your card from TWRA directly or by mail

What the Tennessee Boating Safety Course Covers

The TWRA-approved course covers topics required by the National Association of State Boating Law Administrators (NASBLA). You will learn:

• Navigation rules: Right-of-way on the water, channel markers, buoy colors and shapes, and inland waterway navigation
• Safety equipment: Life jackets (PFDs) — required types by vessel and age, fire extinguishers, flares, sound-producing devices
• Tennessee-specific laws: Speed limits, no-wake zones, age restrictions, alcohol regulations (Tennessee is a BUI state with strict enforcement)
• Emergency procedures: Capsizing, man overboard, fire on board, and distress signals
• Environmental responsibility: Discharge rules, clean water requirements, protecting Tennessee's river and lake ecosystems
• Anchoring and docking: Safe mooring practices for Tennessee's marinas and lake systems
