FSC Study Guide 2026

The California Firearm Safety Certificate program is administered by the California Department of Justice. DOJ-certified instructors at licensed firearms dealers administer the FSC test and issue certificates to qualifying purchasers.

Most semi-automatic pistols have a slide stop (slide lock) device. When the last round from the magazine is fired, the magazine's follower — the spring-loaded platform that pushes rounds upward — rises and activates the slide stop, holding the slide open. This signals the shooter that the magazine is empty and allows for quick visual/tactile confirmation of the empty chamber.

This situation could be a misfire or a more dangerous hangfire (a delayed firing). The safest procedure is to keep the firearm pointed downrange for at least 30 seconds to see if the round will fire before attempting to clear the malfunction.

A function check on an unloaded firearm verifies that the slide cycles, the trigger resets, and the safety operates correctly without introducing live ammunition risk.

California requires handguns to be transported unloaded and in a fully enclosed locked container, separate from the driver and passengers.

California's criminal storage law makes it illegal to leave a loaded firearm where a child under 18 can reasonably access it without permission.
