Flatbed loads require proper tiedowns, edge protection, and specific configurations based on cargo type.

Ontario law sets the CVOR threshold at 4,500 kg gross weight or registered gross weight for trucks. Tow trucks are subject to CVOR requirements regardless of their weight because of the unique safety risks they pose. The other weight options (4,000, 10,000, and 11,793 kg) are not the legislated threshold.

The MTO uses a progressive intervention system. A warning letter is the first formal action taken when an operator's violation rate reaches the 35% threshold, serving as a notice to improve performance before more severe sanctions are considered.
