AWS D1.1, Table 6.10, 'Welder and Welding Operator Qualification Type and Position Limitations,' specifies that a successful groove weld test in the 3G position qualifies a welder for groove welds in the F (flat) and V (vertical) positions, and for fillet welds in the F (flat), H (horizontal), and V (vertical) positions. Therefore, they are qualified for fillet welds in the 1F, 2F, and 3F positions. Qualification in 3G does not grant qualification for the 4G (overhead) position.
