ISO 14001 Foundation Certification Leadership and Environmental Policy 2 — Questions and Answers
Question 1: What specific commitments must an environmental policy include under ISO 14001:2015?
- A commitment to achieving zero waste within two years
- Commitments to protection of the environment, fulfillment of compliance obligations, and continual improvement of the EMS (Correct answer)
- A commitment to publishing annual environmental reports
- A commitment to obtaining ISO 14001 certification every three years
Correct answer: Commitments to protection of the environment, fulfillment of compliance obligations, and continual improvement of the EMS
ISO 14001:2015 requires the environmental policy to include commitments to protection of the environment (including prevention of pollution), fulfillment of compliance obligations, and continual improvement of the EMS.
Clause 5.2 specifies the mandatory commitments in the environmental policy: (1) protection of the environment including prevention of pollution and other specific commitments relevant to the organizational context; (2) fulfillment of compliance obligations; and (3) continual improvement of the EMS to enhance environmental performance. The policy must be appropriate to the nature, scale, and environmental impacts of the organization.
Question 2: How must the environmental policy be communicated under ISO 14001:2015?
- It must only be available to top management and auditors
- It must be communicated within the organization and be available to interested parties (Correct answer)
- It must be translated into every language and distributed to all stakeholders worldwide
- It must be submitted to the national environmental authority for approval
Correct answer: It must be communicated within the organization and be available to interested parties
The environmental policy must be communicated within the organization so that employees are aware of it, and it must be available to interested parties (not necessarily actively sent to them).
ISO 14001:2015 Clause 5.2 requires that the environmental policy be communicated within the organization (so people doing work under the organization's control are aware of it) and that it be available to interested parties. 'Available' means accessible upon request or publicly posted, not necessarily actively distributed. Many organizations publish their policy on their website to satisfy this requirement.
Question 3: Under ISO 14001:2015, which of the following is a leadership responsibility that CANNOT be delegated to others?
- Conducting internal environmental audits
- Demonstrating overall accountability for the effectiveness of the EMS (Correct answer)
- Writing environmental procedures and work instructions
- Performing monitoring and measurement of environmental performance
Correct answer: Demonstrating overall accountability for the effectiveness of the EMS
Top management holds ultimate accountability for the effectiveness of the EMS. While specific tasks can be delegated, the overall accountability and leadership responsibility remains with top management.
ISO 14001:2015 Clause 5.1 places specific leadership responsibilities on top management that reflect their role in setting direction and ensuring commitment. While top management can assign roles and delegate tasks (Clause 5.3), they retain accountability for EMS effectiveness. This reflects the principle that environmental management must be embedded in organizational strategy and governance, not treated as a separate technical function.
Question 4: What does ISO 14001:2015 mean when it states that the environmental policy must be 'appropriate to the context' of the organization?
- The policy must use the same language as competitors' environmental policies
- The policy must reflect the specific nature, scale, location, and environmental impacts of the organization (Correct answer)
- The policy must be approved by local government authorities as appropriate
- The policy must be written at an appropriate reading level for all employees
Correct answer: The policy must reflect the specific nature, scale, location, and environmental impacts of the organization
'Appropriate to context' means the policy must be tailored to the organization's specific situation — its size, sector, location, significant environmental aspects, and the regulatory environment in which it operates.
ISO 14001:2015 requires that the environmental policy be appropriate to the context of the organization, including the nature, scale, and environmental impacts of its activities, products, and services. A small service company would have a different policy from a large chemical manufacturer. The policy should be specific enough to guide decision-making and reflect the organization's actual significant environmental aspects and strategic direction.
Question 5: How does ISO 14001:2015 handle the situation where an organization's activities are carried out by contractors or external parties?
- External parties are fully excluded from EMS requirements
- Top management must ensure that persons doing work under the organization's control are aware of the environmental policy and their EMS roles (Correct answer)
- Contractors must obtain their own separate ISO 14001 certification
- External parties only need to comply with legal requirements, not the organization's EMS
Correct answer: Top management must ensure that persons doing work under the organization's control are aware of the environmental policy and their EMS roles
Top management must ensure that all persons doing work under the organization's control, including contractors and external parties, are aware of the environmental policy and their contributions to EMS effectiveness.
ISO 14001:2015 Clause 5.3 requires that top management ensure that roles, responsibilities, and authorities are assigned and communicated. This includes persons doing work under the organization's control — contractors, temporary workers, and others. They must be aware of the environmental policy, their contribution to EMS effectiveness, and the implications of not conforming to EMS requirements.
Question 6: What is the relationship between the environmental policy and environmental objectives under ISO 14001:2015?
- Objectives are set first, and the policy must conform to them
- The policy provides the overarching framework and commitments from which specific, measurable objectives are derived (Correct answer)
- Objectives replace the policy once the EMS is established
- There is no required connection between policy and objectives in ISO 14001:2015
Correct answer: The policy provides the overarching framework and commitments from which specific, measurable objectives are derived
The environmental policy establishes the high-level commitments and direction, while environmental objectives are the specific, measurable targets derived from the policy to operationalize those commitments.
ISO 14001:2015 establishes a clear hierarchy: the environmental policy (Clause 5.2) provides the framework for setting environmental objectives (Clause 6.2). Objectives must be consistent with the policy's commitments. For example, a policy commitment to prevention of pollution should lead to specific objectives around reducing emissions or improving waste management, creating a coherent EMS that aligns strategic intent with operational action.
