Free APMP Evaluating Proposal Success and Lessons Learned Questions and Answers — Questions and Answers
Question 1: In order from first to last, list the steps that should be taken when planning an evaluation.
- Determine methodology, become familiar with information needs, examine the literature, present written proposal, identify program, and stake holders, execute agreement/contract
- Identify program and stake holders, examine the literature,, become familiar with information needs, determine methodology, , execute agreement contract, present written proposal
- present written proposal, identify program and stake holders, become familiar with information needs, determine methodology, execute agreement contract, examine the literature
- Identify program and stake holders, become familiar with information needs, examine the literature, determine methodology, present written proposal, execute agreement contract (Correct answer)
Correct answer: Identify program and stake holders, become familiar with information needs, examine the literature, determine methodology, present written proposal, execute agreement contract
This sequence represents a logical progression for planning an evaluation. It starts with understanding the context and key players (stakeholders), then gathering necessary information, researching existing knowledge, deciding on the evaluation approach, formally proposing the plan, and finally, establishing the contractual agreement to proceed. Each step builds upon the previous one to ensure a comprehensive and well-structured evaluation.
Question 2: ____________________ refers to obtaining the agreement from people to supply data for an evaluation after they have been adequately informed about what is expected of them.
- Anonymity
- Confidentiality
- Informed Consent (Correct answer)
- Active Consent
Correct answer: Informed Consent
Informed consent is a fundamental ethical principle in research and evaluation, requiring participants to be fully aware of the purpose, procedures, risks, and benefits of their involvement before agreeing to participate. It ensures that individuals voluntarily and knowingly provide their data, respecting their autonomy and protecting their rights. This is crucial for ethical data collection.
Question 3: The term "stakeholder" is used to refer to
- Anyone affected by the program being evaluated. (Correct answer)
- Anyone affected by the program being evaluated.
- People who are not directly impacted by the program being evaluated.
- Neutral third party observers.
Correct answer: Anyone affected by the program being evaluated.
In project management and evaluation, stakeholders are individuals, groups, or organizations who may affect, be affected by, or perceive themselves to be affected by a decision, activity, or outcome of a project or program. This broad definition ensures that all relevant parties, whether directly or indirectly impacted, are considered in the evaluation process.
Question 4: A ____________________ has occurred when evaluation results find that a program is not effective, when in fact it is effective.
- Type I error
- Type II error (Correct answer)
- Type III error
- Statistical error
Correct answer: Type II error
A Type II error, also known as a "false negative," occurs when a statistical test fails to reject a false null hypothesis. In the context of program evaluation, this means concluding that a program is not effective when, in reality, it actually is effective. This error can lead to the discontinuation of beneficial programs, missing out on positive impacts.
Question 5: A ______________ has occurred when evaluation results find that a program is effective, when in fact it is not effective.
- Type I error (Correct answer)
- Type II error
- Type III error
- Statistical error
Correct answer: Type I error
A Type I error, also known as a "false positive," occurs when a statistical test incorrectly rejects a true null hypothesis. In program evaluation, this translates to concluding that a program is effective when, in fact, it is not effective. This error can lead to the continuation or expansion of ineffective programs, wasting valuable resources.
