SC learner's permit test — age requirements and restrictions explained?

My 15-year-old is ready to take the South Carolina beginner's permit test. I want to make sure I understand the actual restrictions that come with the permit before they start practicing. The SCDMV website information is a bit scattered.
What are the current supervision requirements, hour restrictions, and passenger limits for SC learner's permit holders, and how long do they need to hold it before applying for the next license stage?

SC beginner's permit requires at least 40 hours of supervised driving (10 at night) logged before upgrading. Licensed driver 21+ must be in front passenger seat at all times. The permit must be held for 180 days minimum.

No passenger restrictions with the beginner's permit as long as the supervisor is present. The passenger limits kick in with the restricted license (under 17, only 1 passenger under 21 for first year). The permit phase is relatively flexible.

The SCDMV log form is something they give you when the permit is issued. Keep it accurately — they can verify hours when the teen applies for the restricted license.
