What the CDFM Exam Covers
Each of the three CDFM modules tests a distinct body of knowledge. Candidates must pass all three to earn the credential, though modules can be attempted independently.
Module 1 โ Resource Management Environment
This module covers the legal and institutional framework for DoD financial management. You must understand DoD's organizational structure, the Congressional budget process (President's Budget submission, authorization acts, appropriation acts, and continuing resolutions), and the Planning, Programming, Budgeting, and Execution (PPBE) system. Module 2 โ Budget and Cost Analysis
Module 2 focuses on budget formulation and quantitative cost analysis. Topics include object classification codes, responsibility accounting, and cost-volume relationships including break-even analysis. You must apply present value and discounting concepts to defense acquisition economic analyses. Cost estimating methods โ parametric, analogy, and engineering build-up โ are compared and applied to realistic scenarios. Understanding when each method is appropriate based on program maturity is essential.
Module 3 โ Accounting and Finance
The third module covers DoD accounting structure and financial reporting. You need to interpret Treasury Appropriation Fund Symbols (TAFS), understand DoD financial statement requirements (Balance Sheet, Statement of Net Cost, Statement of Changes in Net Position, Statement of Budgetary Resources), and apply internal control frameworks supporting audit readiness.
