The Four Firearm Safety Rules

Every FSC exam includes questions on the four fundamental rules: treat every firearm as if it is loaded; never point a firearm at anything you are not willing to destroy; keep your finger off the trigger until your sights are on target; and know your target and what is beyond it. These are non-negotiable on the test.

California Firearm Purchase Laws

You need to know California's 10-day waiting period, the one-handgun-per-30-days rule, the roster of handguns certified for sale in California, and who is prohibited from owning firearms (felons, persons subject to domestic violence restraining orders, and individuals with certain mental health adjudications).

Safe Storage Requirements

California law requires firearms to be stored safely, especially when children are present. The exam tests your knowledge of approved locking devices, gun safes, trigger locks, and the Child Abuse and Neglect Reporting Act as it applies to unsafe firearm storage.

Loaded Firearm Laws

Carrying a loaded firearm in public, in a vehicle, and in other locations is heavily regulated in California. The FSC exam covers the key rules around loaded firearms and when exceptions apply.

Handgun Operation Basics

You are expected to understand the basic mechanical differences between semi-automatic pistols and revolvers, how to safely load and unload each type, and how to identify a chambered round. These questions also relate to the safe handling demonstration you will perform at the dealer.

What is the passing score for the California FSC exam?

You must answer at least 23 out of 30 questions correctly to pass the California Firearms Safety Certificate written test. The exam is administered by a DOJ-certified instructor, usually at a licensed firearms dealer. If you do not pass, you can retake the test after paying the fee again.

How long is the California FSC certificate valid?

A California Firearms Safety Certificate is valid for 5 years from the date it is issued. After 5 years you must retake and pass the FSC written test to obtain a new certificate before purchasing another firearm.

Does the FSC apply to long guns as well as handguns?

Yes. Since January 1, 2015, a valid FSC is required to purchase or acquire most long guns (rifles and shotguns) as well as handguns from a licensed dealer in California. There are limited exemptions, such as for antique firearms, but for most standard purchases the FSC is mandatory.

What safe handling demonstration is required when purchasing a handgun in California?

In addition to passing the written FSC test, the buyer must perform a safe handling demonstration at the licensed dealer when picking up the firearm. This demonstration requires showing that you can safely handle the specific type of firearm you are purchasing โ€” either a semi-automatic pistol or a revolver โ€” including checking that the chamber is clear, engaging and disengaging the safety (if applicable), and demonstrating safe loading and unloading procedures.
