TOWES — TOWES (Test of Workplace Essential Skills) is an assessment tool developed by Bow Valley College in Calgary, AB, on behalf of Employment and Social Development Canada. It measures three Essential Skills — Reading Text, Document Use, and Numeracy — reporting results on a 1–5 proficiency scale aligned with the National Occupational Classification; it does not issue a traditional pass/fail certification, and Level 3 is broadly considered the workplace minimum benchmark.
