ESL Placement and CASAS Levels

NOCE uses the CASAS (Comprehensive Adult Student Assessment Systems) to place incoming ESL students. The CASAS scale runs from below 150 (Beginning Literacy) through 150–200 (Beginning), 201–210 (Low Intermediate), 211–220 (High Intermediate), and 221+ (Advanced). Reading appraisals test functional literacy skills — reading signs, labels, simple instructions, and short paragraphs. Listening appraisals test comprehension of spoken directions and short conversations. Placement is non-punitive: the goal is to match students to the right class level, not to pass or fail them.

Civics and Citizenship Test Preparation

The USCIS civics component of the naturalization test uses 100 official questions covering American government (principles, system of government, rights and responsibilities), American history (colonial period, independence, Civil War, recent history), and integrated civics (geography, national symbols, holidays). At the naturalization interview, an officer asks up to 10 questions; the applicant must answer at least 6 correctly. NOCE citizenship prep classes also cover the English reading and writing components of the naturalization test.

GED Preparation Content

The GED credential consists of four subject tests. Mathematical Reasoning (115 minutes) covers number operations and number sense, measurement and geometry, data analysis and statistics, and algebraic thinking — with a focus on problem-solving and the use of a TI-30XS calculator on most items. Reasoning Through Language Arts (150 minutes, with a 45-minute extended response) tests reading comprehension across literary and informational texts and writing skills. Science (90 minutes) covers life science, Earth and space science, and physical science using data interpretation and scientific reasoning. Social Studies (70 minutes) covers US history, civics and government, economics, and geography.

Adult Diploma Program Requirements

NOCE's adult diploma program allows students 18 and older to earn a California-recognized high school diploma. Requirements typically include completing a set number of credits in core academic areas (English, math, science, history/social studies, health, electives), passing a standards-based English assessment, and completing a senior project or portfolio. This differs from a GED in that it follows a high school transcript model and may be preferred by certain employers and colleges.

CalWORKs and Workforce Readiness Assessment

CalWORKs participants referred to NOCE for education and training may complete CASAS GOALS assessments, which measure employability skills including reading, math, and listening comprehension in workplace contexts. TABE (Test of Adult Basic Education) is another instrument sometimes used for workforce readiness placement. Know the difference between academic CASAS levels and workforce-context CASAS GOALS scores, as NOCE programs use both depending on the student's pathway.
