Read the following memo, then answer questions 1–4. --- TO: All Department Heads FROM: Operations Director DATE: 14 January 2026 SUBJECT: Revised Procurement Authorisation Thresholds Following an internal review of expenditure controls, new procurement authorisation thresholds will take effect from 1 February. Department heads may approve purchases up to £5,000 without further sign-off, an increase from the previous £2,500 limit. Purchases between £5,001 and £20,000 require co-signature from the Finance Business Partner assigned to your department. Any commitment exceeding £20,000 must be escalated to the Chief Operating Officer and accompanied by a minimum of three competitive quotations.
