Failed NYC - Civil Service Exam twice — what am I missing?

Posting this because I'm frustrated and hoping someone can help me figure out what I'm doing wrong.

I've failed the NYC - Civil Service Exam exam twice now. The first time I wasn't fully prepared — I know that. But the second attempt I studied hard for 8 weeks and I still came up short by about 6 points.

What I've tried:
  • Official study guide cover to cover
  • Practice tests on https://practicetestgeeks.com/nyc-civil-service-exam (multiple times each)
  • YouTube walkthroughs for the sections I was weak in
  • Flashcard deck on Anki

My weak area seems to be applying concepts in weird edge-case scenarios — I know the material but the way some questions are phrased throws me off.

Any advice from people who struggled before passing? Specifically on the application-heavy questions.
 
Can confirm — I failed my first attempt for similar reasons. The second time I was much more systematic about time management and it made a real difference.
 
The retake policy varies by state/certifying body. I had to wait 30 days. Check the official candidate handbook — it should spell it out.
