Struggling with Office of emergency management on EMERGENCY practice tests — any tips?
I've done 7 practice tests now and my scores on office of emergency management questions are consistently lower than everything else.
I understand the concept when it's explained directly, but when it shows up in a scenario or application question I freeze up. It's like my brain knows the theory but can't connect it to a real situation fast enough.
Currently spending extra time on "federal emergency management agency" study material but I don't feel like it's clicking. Has anyone dealt with this and found a specific approach that helped?
Things I've tried:
- Re-reading the textbook section (not helping)
- More practice questions on this topic specifically (some improvement but not enough)
- Watching YouTube explanations (hit or miss)
Any advice on how to actually internalize this concept rather than just memorizing surface-level facts?

What changed: I stopped trying to memorize answers and started actually understanding the material. Specifically on emergency management — I went back to basics and worked forward from first principles.
Also switched from reading to doing. Less time with the textbook, more time on practice questions with detailed answer explanations.

Coming back to this thread — just passed my emergency-management yesterday. Everything about the emergency-management practice test section is accurate. For anyone still studying, the emergency management practice test pdf was the closest thing to the real exam I found.
Quick update for this thread: just cleared 82% on my most recent emergency-management practice set. The emergency management practice test pdf has been my main resource and the difficulty feels right — not easy enough to give false confidence, not so hard it's discouraging. Sitting for the real thing in 2 weeks.
