EM certification — what's the best path for someone coming from a non-emergency management background?

I work in local government as a public works director and I've been roped into being our jurisdiction's emergency management coordinator on top of my regular role. I have zero formal emergency management background — I understand incident command from tabletop exercises but I've never taken FEMA's full professional development curriculum.

My county is pushing for me to get certified and I'm not sure whether to pursue the IAEM CEM, the state-level EM certification, or something else. The FEMA courses seem like the foundation but I don't know the sequence or which ones actually matter for a professional credential.

Anyone who came from a non-EM background — how did you build the credential pathway?

The CEM requires documented experience, education, and contributions to the profession in addition to an exam. If you're new to the field you may want to pursue the Associate Emergency Manager first — it's designed for people building toward the CEM rather than those with an established EM career.

Your public works background is actually valuable in EM — infrastructure resilience, utility restoration, debris management are all critical functions in declared disasters. Frame that experience intentionally when you document your competencies for the application.

Check with your state emergency management agency for state-specific certification requirements. Many states have their own credential programs that are required for local coordinators, and those may matter more for your role than the national CEM depending on how your county's program is structured.

Start with the FEMA Emergency Management Professional Program — the FEMA courses are the foundation for every credential path and most of them are free online. Complete the ICS series first, then work through the NIMS courses, then move into the professional development series.
